Lecture to Ministry of Communications

The NCCHT, in cooperation with the Ministry of Transport, Communications and Information Technology, conducted an awareness lecture on the Ministry’s role in combating human trafficking.
The lecture, part of the Committee’s annual awareness programme, aimed to enhance awareness of the Ministry’s contribution to preventing and combating human trafficking. It also aimed to highlight its efforts in supporting the national protection framework through relevant policies and procedures, and to strengthen institutional cooperation and coordination among national stakeholders to safeguard human dignity and effectively address this crime.
Seminar with Omani Women’s Association

The National Committee to Combat Human Trafficking, in cooperation with the Omani Women’s Association, organised an awareness seminar entitled “The Role of Women in Combating Human Trafficking.”
The seminar was held as part of the Committee’s annual awareness plan, with the aim of promoting public awareness of the risks of human trafficking and highlighting the vital role of women in preventing and combating this crime.
The seminar focused on key topics, including identifying the signs of forced labour, protecting the rights of domestic workers and those in similar occupations, the legal protection mechanisms available to them, the importance of reporting cases of exploitation, and strengthening cooperation between government institutions and civil society organisations to foster a culture of respect for human rights.
The aim of the seminar was to contribute to a more informed and resilient society in the fight against human trafficking.
NCCHT at UN Task Force annual meeting

The National Committee to Combat Trafficking in Persons participated in the annual meeting of the Task Force to Combat Trafficking in Persons, at the United Nations headquarters in Vienna from June 24–25.
The meeting aimed to exchange experiences and best practice and enhance international cooperation.
The sessions discussed the role of modern technology and artificial intelligence in combating human trafficking crimes, through the development of monitoring, analysis, and early detection tools for crime patterns and the methods of their perpetrators, to enhance the effectiveness of counter-trafficking efforts and victims.
The NCCHT reviewed its efforts and national initiatives in the field of preventing human trafficking, raising awareness, and capacity building, emphasising the importance of leveraging modern technologies to support national and international efforts in confronting this crime.

The NCCHT, in cooperation with the Financial Services Authority, conducted an awareness programme entitled “The Difference Between Human Trafficking and Labour Violations.”
The programme was implemented as part of the Committee’s prevention efforts and approved awareness plan, aiming to enhance understanding of the legal distinctions between human trafficking crimes and labour violations, and to support national efforts in preventing and combating human trafficking.

The NCCHT, in cooperation with the Oman Lawyers’ Association, conducted an awareness programme attended by lawyers from various governorates of Oman.
The event aimed to enhance awareness of the risks of human trafficking, highlighting relevant national legislation and international conventions, and emphasising the role of lawyers in protecting victims’ rights and supporting national efforts to prevent and combat this crime.

The National Committee for Combating Human Trafficking held an awareness seminar entitled “The Difference Between Human Trafficking and Blackmail Crimes” for members of the Royal Guard of Oman.
The seminar highlighted the legal and social aspects of these crimes, emphasising the importance of community awareness in preventing them. The event saw active participation and strong interest from attendees.

The NCCHT concluded its training programme for Foreign Ministry staff entitled: “Identifying Cases of Human Trafficking”, at the Diplomatic Academy in Muscat.
The programme aimed to enhance the capacities of diplomatic personnel, to raise awareness of indicators of this transnational crime, and to strengthen mechanisms for handling cases and receiving reports. It was held in support of the Sultanate of Oman’s national efforts in prevention, protection, and institutional coordination to combat human trafficking.

The Foreign Ministry, in cooperation with the members of the NCCHT, held a meeting with Ambassadors of labour-supplying countries at the Diplomatic Club in Muscat.
The meeting, held each year, aimed to enhance awareness of human trafficking crimes, discussing the exchange of expertise and best practice, and how to strengthen joint efforts to prevent these crimes, to protect victims, and to promote international cooperation in this field.

The NCCHT, in cooperation with Dhofar University, held an awareness seminar on combating human trafficking.
The event formed part of the Committee’s annual plan aimed at raising public awareness of this crime and strengthening national efforts in the areas of prevention, protection, and legal prosecution.
The seminar was well attended by the University’s students and staff, and highlighted key indicators of human trafficking and effective ways to address it in support of the national framework in this field.
NCCHT workshop with High Judicial Institute

The NCCHT organised a workshop on “Human Trafficking: Between Legislation and Application” in cooperation with the High Judicial Institute.
The workshop was held as part of a specialised training programme aimed at strengthening the capacities of frontline governmental entities by enhancing participants’ legal understanding of the Anti-Human Trafficking Law and its practical application. It aimed to improve their ability to identify and handle potential cases, and provide exposure to national and international best practice in prevention, protection, and prosecution.

Political Undersecretary chairs NCCHT meeting

The National Committee for Combating Human Trafficking (NCCHT) held its regular meeting this morning at the Foreign Ministry, chaired by Sheikh Khalifa bin Alharthy, Undersecretary for Political Affairs and Chair of the NCCHT.
At the beginning of the meeting, participants welcomed the issue of the new Anti-Trafficking Law and discussed its key provisions and importance in strengthening the Committee’s work and efforts.
The meeting also reviewed the latest developments in implementing Oman’s National Action Plan to Combat Human Trafficking (2024–2026) and examined the progress achieved, including the ongoing “Aman” campaign.
In addition, member organisations presented their efforts and activities aimed at raising awareness of the importance of addressing the crime of human trafficking.
NCCHT holds event to support victims of human trafficking

The National Committee to Combat Human Trafficking organised an event titled “Therapeutic Gathering for Recovery and Self-Love” in cooperation with the Learn to Inspire Centre. The initiative forms part of Oman’s ongoing efforts to protect victims of human trafficking and to strengthen psychological and social support programmes for them.
The event aimed to empower victims psychologically and emotionally, helping them regain self-confidence and a sense of security, in line with the national approach that places the utmost importance on protecting human beings and preserving their dignity.
The event included interactive and counselling sessions focused on the concept of self-love and inner recovery, with the participation of specialists in psychological and social support. The aim was to create a safe and encouraging environment that helps victims rebuild new lives with greater stability and confidence.
The event is part of a series of activities organised under the national campaign “Safety for Every Human” to highlight Oman’s efforts in protecting and supporting victims in line with the highest humanitarian and legal standards.
Independent unit established for male victims of human trafficking

The Ministry of Social Development has established an independent unit dedicated to receiving and protecting male victims of human trafficking. This represents a qualitative addition to the services provided by the protection shelter for women and children who are victims of human trafficking.
The establishment of this unit complements the efforts made by the Sultanate of Oman in the field of combating human trafficking through joint work between various government, civil, and international entities, and by adopting best international practices in protecting victims of violence and abuse. This reflects Oman’s commitment to the principles of human rights and international conventions.
The unit has been equipped according to high standards that ensure a safe and private environment. It includes various essential services such as healthcare, nutrition, recreational activities, and psychosocial support, with a focus on rehabilitation and community reintegration programs.
It is worth noting that the protection shelter, affiliated to the Ministry of Social Development, is an integrated institution concerned with providing care, social, and psychological support services to children at risk of abuse, violence, or exploitation, in addition to victims of human trafficking. It also provides support and protection for women at risk of abuse and women subjected to forced isolation, within a safe environment that preserves human dignity and provides the elements of empowerment and rehabilitation. This contributes to helping victims overcome challenges and achieve positive and effective integration into society.
NCCHT affirms Oman’s commitment to protect society

The National Committee to Combat Human Trafficking (NCCHT) has said that the issue of Royal Decree No. 78/2025, which promulgated the “Law on Combating Human Trafficking”, portrayed the Sultanate of Oman’s deep-rooted social and religious values of safeguarding human dignity and resisting injustice and exploitation.
Sheikh Khalifa Alharthy, Political Undersecretary of the Foreign Ministry and Chairman of the NCCHT, said that the law reflects Oman’s commitment to protect society against anything that might threaten its security or stability.
“Protecting human rights is an integral part of our national and social responsibilities”, said the NCCHT Chairman, noting that the law is in line with international standards and reflects Oman’s strong connection to noble human values,” he added.
He said that the law strikes a balance between prevention and deterrence, while enhancing support for victims and ensuring the safety of all citizens and residents in Oman.
He added that the law demonstrates that Oman will always remain a cradle for the dignity and security of its people and residents.

Workshop highlights human trafficking indicators

A workshop was held on the theme of “Indicators of Human Trafficking, Raising Awareness of Its Dangers, and the Importance of Reporting It.”
The event aimed to enhance public awareness of the signs of human trafficking and the mechanisms for handling victims. It also aimed to foster a culture of reporting among individuals and strengthening community partnerships to combat this crime.
The workshop, organised by the Ministry of Social Development in collaboration with the National Committee to Combat Human Trafficking, saw the participation of several child protection delegates, supervisors from the Protection House, and representatives from the Royal Oman Police working on human trafficking crime indicators.
The workshop featured four working papers. The first, presented by the Royal Oman Police, explored “Indicators of Human Trafficking Crimes”.
The second, titled “The National Committee for Combating Human Trafficking and International Reports,” highlighted the committee’s responsibilities, as outlined by the Foreign Ministry.
The Ministry of Labour presented its role in human trafficking cases, defining forced labour as any work or service which the person did not voluntarily agree to perform exacted under threat.
This presentation explained that indicators include non-payment of wages, confiscation of passports, excessive working hours without compensation, threats of termination or deportation, verbal or physical abuse, restricted freedom of movement, and the illegal employment of minors.
The workshop concluded with a review of “The Legal Framework for Human Trafficking Crimes in the Sultanate of Oman.” The paper examined legal provisions under the State’s Basic Statute, issued by Royal Decree No. 6/2021.
The workshop also reviewed provisions of international conventions relating to human trafficking.
The General Federation of Oman Workers celebrates International Workers’ Day

Dr. Mahad bin Said Ba’owain, Minister of Labour, and in the presence of several dignitaries, representatives from the private sector, civil society institutions, various trade union structures in Oman, and a group of media professionals interested in labor issues, the General Federation of Oman Workers celebrated International Workers’ Day today, Sunday, May 4, 2025.
During the event, the National Committee to Combat Human Trafficking was honored with the Trade Union Work Award in recognition of its outstanding efforts in protecting human rights, promoting a safe and fair working environment, and its continuous work in combating all forms of human trafficking.

Oman at Governmental Forum to Combat Human Trafficking

The Sultanate of Oman participated in the sixth session of the Governmental Forum to Combat Human Trafficking in the Middle East 2025, held in Kuwait.
The Omani delegation was headed by Sheikh Khalifa Alharthy, Undersecretary of the Foreign Ministry for Political Affairs and Chairman of the National Committee to Combat Human Trafficking.
The Forum, inaugurated by Kuwaiti Justice Minister, Nasser bin Yousef Al Sumeit, discussed ways to strengthen regional cooperation and exchange expertise among member states to combat human trafficking.
The discussions aimed to enhance efforts in protection, prevention and prosecution of offenders in accordance with international standards, in cooperation with international organisations and institutions.
Sheikh Khalifa delivered a speech to the Forum in which he outlined Oman’s efforts to combat human trafficking. These include awareness campaigns, the enactment of legislation, the organisation of seminars and workshops, and the provision of protection and assistance to victims and those affected.
National Committee to Combat Human Trafficking meets

The National Committee for Combating Human Trafficking held its regular meeting on Tuesday, February 18, 2025, at the Foreign Ministry of Oman headquarters, chaired by H.E. The workshop titled “Preparing Inspection Reports on Human Trafficking and the Difference Between Forced Labor and Labor Violations” concluded today, December 10. Organized jointly by the National Committee to Combat Human Trafficking and the Ministry of Labor, the workshop began on December 9 and brought together 100 labor inspectors from various governorates across the Sultanate of Oman.
The workshop aimed to enhance the inspectors’ skills in preparing inspection reports and clarifying the distinctions between forced labor and labor violations through training sessions conducted by specialized experts and practical case studies. This initiative is part of Oman’s ongoing efforts to strengthen worker protection and combat human trafficking practices.

The seminar, which targeted 80 employees from the Ministry of Justice and Legal Affairs, is part of the NCCHT’s annual training plan aimed at raising awareness about the dangers of human trafficking and enhancing understanding of the legal, national and international efforts to combat it.
The seminar included discussions led by specialists from the Foreign Ministry, the Royal Oman Police, and the Ministry of Social Development. Workshop for Human Trafficking Trainers

The National Committee to Combat Human Trafficking (NCCHT) has launched a workshop to develop the skills of individuals from various Government institutions to empower them as specialised trainers who can then train others in combatting the crime of human trafficking.
The week-long workshop, organised in cooperation with the United Nations Office on Drugs and Crime, is called “Training of Trainers in Combating Human Trafficking,”
The workshop began on Sunday October, 20 and will run until Thursday October, 24.
The workshop forms part of the annual training plan of the NCCHT, which seeks to enhance the capabilities of national cadres in this field.
It also forms part of Oman’s efforts to activate the Sultanate’s commitment to international standards for the protection and promotion of human rights.

The National Committee for Combating Human Trafficking (NCCHT) held a workshop entitled “Investigating Human Trafficking Crimes” held on Thursday, October 10, 2024.
The NCCHT workshop was made possible through cooperation between the NCCHT and the Public Prosecution.
The workshop addressed the challenges related to investigating human trafficking cases and highlighted the collaborative efforts between the relevant authorities to strengthen the implementation of relevant laws.
A total of 17 members from the Public Prosecution took, as part of the National Committee’s annual training plan.

World Day against Trafficking in Persons

The Ministry of Social Development, in partnership with the National Committee to Combat Human Trafficking, held a ceremony to celebrate the World Day Against Trafficking in Persons. The ceremony was held under the patronage of His Excellency Sheikh Khalifa Alharthy, Foreign Ministry Undersecretary for Political Affairs and Chairman of the National Committee to Combat Human Trafficking.
During the ceremony, the efforts made by the relevant authorities to combat the crime of human trafficking were reviewed, and participants from various government agencies, civil society and individuals who contributed to the efforts of the committee were honoured.
The ceremony was attended by Sayyida Maani bint Abdullah Al Busaidi, Director General of Family Development, members of the committee, and representatives of the diplomatic corps and civil society.
